The risk, the threat and the uncertainty are a part of the global world. People are afraid, particularly, those who live more well-off. There is an obsession with security that exceeds all humanitarian and ethical principle. Prisons around the word, particularly in developed countries as is the case of Spain, have increased its population. Immigrants and unemployed are part of this population, they are the "surpluses", as Bauman call them; those, the marginalized of the "economic progress". They are the consequences of modernity, social inequality, the individualism and the increase of risks which has led to the creation of punitive States, for which is more important security than freedom. The alternative measures to the prison, the speech of readaptation or social rehabilitation of the welfare states have been relegated by the exercise of the punitive control.
