Resumen

This research contributes to our understanding of why it is difficult to improve the learningperformance of pupils within an education system. We consider the school-related factors with a strong bearing on this learning yet are notgenerally included in the test result analyses, such as those of the OECD (Program for International Student Assessment, PISA). Based on the distinction between intentional or official curriculum, taught curriculum, learned curriculum and assessed curriculum, and building on the founda- tions of Mexican and international research, this paper considers study plans andprograms, textbooks and teaching practices. The analysis refers to basic education, and calls for reflection on the ability of Mexico’s new education reforms to enablepupils to make significant learningimprovements.
