This study is an adaptation of the CiVed'99 questionnaire to the teenage population in the Andalusia autonomous region. The adaptation process consisted of the construction of the meaning of the "good citizen" construct within the social and cultural context of the region's teenage population. The results of the questionnaire were gathered around the concept of civic conscience of the teenage population divided in three categories: conscience of the political duties, social obligations and patriotism. They show some imbalance between the Andalusian policies for education to citizenship and the European tendencies in this matter, and also internal contradictions in the Andalusian policies related to the theory and practice in the discourse about education to citizenship. In the conclusion the author defends new ways to administrate schools in order to achieve an active citizenship according to a paradigm of social justice.
