There is constant concern of the corruption increase. A problem of the buddy and professional career service (SPC). These components have a significant impact on the efficiency and effectiveness of public services. This article discusses professionalization, ethics and the principle of merit in public administration. There is evidence of corruption and the lack of perceptible results that influence the improvement of public function and constitutional norms from a critical and constructive perspective. The work is studied from qualitative, hypothetical-deductive approach. The results can be a way to change ways towards recruiting, organizing, structuring and evaluating human resources. The final evidences are analyzed and as a result there is a lack of professionalism, ethical and institutional values and corruption make citizen highly distrustful towards government and public institutions. Finally, the Chum Effect diagram is presented as a new proposal to meet the demand for integrity and the professionalization in law and public administration. The Chum effect gives a profile of what good public workers must have.
