The “fight against organized crime” policy in Mexico is based on state violence, and it has produced a variety of forms of social violence. The focus of this article is to analyze how human rights civil society organizations render the victims of both types of violence visible. With the purpose of identifying the mechanisms and political processes that underlie the “fight against organized crime” metanarrative, I make a comparative analysis of the discourses that sustain the policy and of the discourses used by the human rights civil society organizations. That analysis centers on the key meanings involved in both bodies of discourse, in particular the categories of public safety, violence and victim, and the way they provide meaning for the actions of both the governmental and the non-governmental actors.
