Little is known about how the constitutional councils were created in Colonial Ciudad Real de Chiapas, and how and when the Cadiz Constitution of 1812 started to be applied in this territory. This study looks into the role played by both the colonial assistant officials as local representatives of the Spanish monarchy’s authority, and the different village stakeholders when the councils were appointed. It also analyses the strategies and conflicts that surfaced among them regarding the appointment of council members. After this first approach to the subject, we realized that, different from other territories, the Cadiz Constitution initially had a very limited impact on the Ciudad Real de Chiapas Intendancy: the constitutional council of Ciudad Real only functioned for a few months. The creation of constitutional councils did not actually take place until 1821. Once established, the assistant officials, as representatives of the Spanish monarchy and officials in charge of applying the Cadiz Constitution, played an extremely unequal and conflictive role.
