Neoliberalism poses a reformulation of the roles of the state, the market, and society. The ethics of the state's social responsibility are weakened, while citizens must fill the vacuums this opens up. The neoliberal discourse uses progressive concepts stripped of their political potential. The author has dubbed the promotion of a citizen's culture functional to the neoliberal model the culture of self-organization for development. In this article, she presents an analysis of the role assigned to the citizen by the neoliberal project, underlining the fact that citizens' rights have been reconfigured in a way that shows a tendency to undermine social rights.
